Apricot Tart with Honey and Almonds

2/3 cup whole milk
1 2-inch piece vanilla bean, split lengthwise
2 large egg yolks
3 tablespoons sugar
1 tablespoon cornstarch

Pastry Crust Dough (1 dough disk)

1/2 cup blanched whole almonds
1/3 cup powdered sugar
1/4 cup (1/2 stick) unsalted butter, room temperature
1 large egg
1 teaspoon almond extract
Pinch of salt
3 15.25-ounce cans unpeeled apricot halves in heavy syrup, well drained

3 tablespoons honey
